There were two rats staying in a house.They lived off comfortably exploiting the unguarded eatables and goods.Fed up with the rodents, owner of the house brought a cat.
Life became miserable for the rats.After a few near death experiences they decide to do something about it.
They went to the wise monkey for an advice.Monkey suggested to turn themselves into dogs and chase the cat out.The rats happily departed.On the way one of the rats had a doubt and rushed back to the monkey."How can I turn myself to a dog" asked the rat.
Monkey replied "I make the policies, how you execute it is left to you".
This is story is relevant because today politicians blame the bureaucrats for the all the failures for their policies which generally will be populist. Smt.Indira Gandhi blamed the civil servants for failure of Garibi Hatao campaign.More recently officials faced flak during Kurnool floods.How easy it is to evacuate people from the region is known only by the person implementing it.The District Collector of that particular district requested the people to pack their bags in the wake of the floods, but people simply refused to move.Eventually after a ruckus they were moved to a safer place.Then came a task of managing children in that population.Groups of children when brought together created a minor riot.Apart from stealing from fruit orchards,they almost created a minor law and order problem.District Collector, a lady ,did think of a novel way to rid of this problem.Children were herded together and games were organized to keep them amused.
When he first came to power in AP,film star NTR gave a slew of highly populist laws.These looked to be highly desirable and popular but at the same time unimplementable.Thankfully courts struck them down.

To quote Woodrow Wilson "It is very easy to frame a constitution,than to follow it". We are always concerned with 'who frames the laws and what they are'.The practical aspects whether they are viable or not has never been considered.How these laws have to be administered with equity,efficiency,speed and without friction has been neglected.The government must find out what is really implementable and how it can do it with least cost of both money and energy.
